Why local pack, not just organic

On "cleaners [town]" searches a three-result map pack sits above most organic results, and every business in it has a Google Business Profile with a phone number and reviews. Organic ranking alone cannot put you there. How do I promote my cleaning company?

Google Business Profile first, because a three-result map pack sits above most organic results on "cleaners [town]" searches. Then a website with a page per service and per town so the organic results underneath are yours too. Then reviews, which feed both. Flyers, Facebook groups and Nextdoor work for a sole trader; they stop scaling at about fifty regular customers.

Can I do my own SEO for my business?
